Programmable Compliance: Insights from the FINMA roundtable at the Point Zero Forum 2026

How can regulatory requirements be integrated directly into digital financial infrastructures? A roundtable discussion held in collaboration with the Swiss Financial Market Supervisory Authority (FINMA) at the Point Zero Forum 2026 examined the opportunities, areas of application and risks associated with programmable compliance. The conference report, which has now been published, summarises the key findings and regulatory challenges.

At the Point Zero Forum 2026 in Zurich, representatives from regulatory bodies, the financial sector and academia discussed the potential of programmable compliance. The roundtable was chaired by Dr Stefan Härtner (FINMA) and moderated by Prof. Dr Nina Reiser (University of St Gallen, FSI-HSG).

The focus was on how regulatory requirements can be formulated in a machine-readable format and implemented automatically. Discussions centred in particular on the link with digital identities, cryptographic proof of compliance with regulatory requirements, and specific applications in regulatory reporting, tokenised funds and AI-supported trading.

In addition to the potential for efficiency and innovation, the risks associated with automated compliance processes and the limits of technical feasibility were also addressed. The participants identified a principles-based legal framework and internationally harmonised standards as key success factors.

The conference report provides a concise overview of the discussions and highlights the conditions that must be met for the successful implementation of ‘Programmable Compliance’. Read the article
